In his speech, Kh. Batsuren, Chief Justice of the Supreme Court of Mongolia, thanked his colleagues for their trust and support in appointing him as the Chief Justice of the Supreme Court and added that “the judiciary of Mongolia has a rich tradition and proud history. We are living in the late twentieth and early twenty-first centuries, which are part of this great tradition and history. The past of Mongolian history, especially the history of the judiciary, has been a tumultuous one. For example, justice has evolved in the judiciary in the process of introducing and cultivating a Western culture of justice through the rule of law, building a constitutional state, and moving from a constitutional state to the rule of law. There is no denying that the revolution in Mongolia and the spread of ideology around the world had a significant impact on this event in Mongolia.
At the beginning of the twentieth century, few countries decentralized state power, but in the 21st century, few countries have centralized state power and are not guaranteed it by the Constitution. This phenomenon is due to the growing tendency to interpret the source of state power as human rights.
In the last century, the judiciary has become not only a part of the state, but also a legal mechanism to ensure the independence of the judiciary, and the judiciary and judges have evolved into a constitutional guarantee of justice. For this reason, we are committed to strengthening the independence of the judiciary, which upholds human rights, freedoms, justice, and national unity, and to the rule of law. The judiciary is the precious ties between the old and the young. It is our responsibility for deepening judicial reform, respecting and recognizing the achievements of human civilization in the judiciary, which is an expression of human rights, freedoms, and justice, and guaranteeing and leading justice in building a humane and civil democratic society in the country.
Finally, I will work hard for the high trust you have placed in me, focuses on implementation, insure justice and its principles and may the court always bless us. ”
