The Chief Justice of the Supreme Court and the Chairman of the General Judicial Council are visited to the courts

During the visit, delegates presented policies and objectives of the Supreme Court and the Judicial General Council on cooperation and listened to the views and requests of judges and court administrators.

T.Usukhbayar, Chief Judge of the Criminal Court of Appeal of the Capital City, and Ts.Ichinkhorloo, Acting Chief Judge of the Civil Court of Appeal, presented information on the court trial. The two courts decide 50-70 percent of all appeals in the country on their own, and the workload per judge is high. Therefore, the judges were asked to reduce the workload of judges, stabilize the human resources of the judiciary, adhere to the principle of merit, and implement policies to protect the integrity of the judiciary and judges, and set standards for professional accountability of judges.

The Administrative Court of Appeal jurisdiction over nationwide, and the First Instance Court of Administrative cases at the Capital City jurisdiction over nine districts of the Ulaanbaatar city. D.Batbaatar, Chief Judge of the Administrative Court of Appeal, and Ts Batsuren Chief Judge of the First Instance Court of Administrative cases at the Capital City have also pointed out that administrative courts have a high workload of per judges and a large number of cases pending before trial. Judges also said that the Administrative Courts are jurisdiction over all laws, regulations, and administrative decisions in force in Mongolia, so that theoretical and practical training is needed regularly and they added that they need to pay attention to ensuring and protecting the independence of judges and decision that they made.

Delegates of the Supreme Court and the Judicial General Council have informed the judges and court administrators that they are planning to work together in the future. In particular, study and localize international best practices in implementing the “e-court” policy, creating a legal environment for electronic transfer of court services and creating and ensuring electronic databases and its security. He also introduced the Court's plans to integrate human resources and training, research, and foreign relations policies. During the meeting, the Chief Justice of the Supreme Court and the Chairman of the General Judicial Council discussed the implementation of policies in cooperation with the courts of the first and appellate instance to ensure the transparency and openness of the judiciary and increase public confidence in the judiciary. Also, in connection with the adoption of the draft amendments to the Constitution by the Parliament of Mongolia, the justices of the Supreme Court, the General Judicial Council, and the courts of first and appellate instance should take an active part in the accompanying draft laws.
